Associations should be wary about getting involved in neighbor disputes (FL)

Dear Poliakoffs,  I live in a condominium. Whenever a resident has a complaint about noise coming from one of their neighbors the condominium association will not do anything about it until the complaining resident has confronted the resident they are complaining about, at least twice.  It seems to me like the association is making the residents do their job for them.  Can they do this?
